Many people believe that mold dies after it stops getting moisture. It is in fact only dormant or asleep if you will. Mold cannot grow if it has no water to help it, but it is still a sleeping menace if not cleaned or removed of properly. Mold, even when dry, can cause some health problems, because if it is disturbed it can and will float through the air for all to breathe. Also, with mold being capable of hibernating for years, any new moisture problems, or reoccurring old ones can allow the mold to begin growing again.
